	1. Added a new System Message: "UTF8 On/Off" to the localization files.
		a. Slat-ueb-1-l.loc (English UEB Grade 1)
		b. Slat-ueb-2-l.loc (English UEB Grade 2)
	2. Added the Localization files for the following languages:
		a. Slat-es-es-1-l.loc (Spanish Grade 1)
		b. Slat-es-es-2-l.loc (Spanish Grade 2)
		c. Slat-es-es-8-l.loc (Spanish 8 Dot computer Braille)
		d. Slat-zh-hk-1-l.loc (Cantonese Chinese)
